States are involved in terrorism in a variety of ways, from various levels of general assistance, to operational aid, to initiating and directing a terrorist organization’s activities, and up to direct attacks perpetrated by official state agencies.
States such as the Soviet Union and Iran, which set themselves the operative-strategic aim of spreading their revolutionary ideology (Communism in the former case and Islamic fundamentalism in the latter) found suitable allies in terrorist organizations.
Not all states that disregard their citizens’ rights or establish dictatorial or autocratic regimes are sponsors of international terrorism, however it is safe to assume that states which sponsor international terrorism are involved, to some extent, in the oppression of some sectors or strata of their own societies, as well.

 Removing Syria from the List of State Sponsors of Terrorism
Syria is a charter member of the list of "state sponsors of terrorism"--appearing on the first such list in 1979--and it has kept its spot on that list ever since.
Procedures for removal from the list of state sponsors of terrorism are specified in the Export Administration Act (EAA) of 1979, as amended.
As State Department Counterterrorism Coordinator Michael Sheehan confirmed to a Washington Institute Policy Forum in November 1999, Syria continues to provide "support and safe haven" to several "key" Palestinian terrorist groups in Syria and in "Syrian-controlled" areas of the Bekaa Valley in Lebanon.

When the defendant head of state is a national of a state party to the treaty, head-of-state immunity is not really abrogated; rather, the state that holds the immunity has merely waived it in advance or delegated its power to try its own leaders.
In the United States, the distinction between the law of head-of-state immunity and the law of state sovereign immunity began to be gradually recognized in the second half of the twentieth century.
Verifying that it is irrelevant whether a leader actually exercises de facto control, the court asserted that head-of-state immunity extends to the person that the executive branch recognizes as the legitimate head of state.

FAMDEGUA representatives stated that investigations are stalled partially due to fears of reprisal that prevent the victims' families from actively pursuing the cases.
The report stated that of the documented cases, 86 percent were of forced disappearances and the remaining 14 percent were attributable to diverse causes associated with the conflict, such as communities fleeing attack.
While the justification for the State of Alarm was to facilitate the arrest of the 78 escapees, by the year's end, authorities had only recaptured 46, 10 were killed, often under questionable circumstances, and 22 others remained at large.

 The Constitution of North Carolina
Following the precedent established in amending the United States Constitution, the 1835 amendments were appended to the Constitution of 1776, not incorporated in it as is the modern practice.
Approved by the voters in 1980, it required that all justices and judges of the State courts be licensed lawyers as a condition of election or appointment to the bench.
An amendment to shift the elections for state legislative, executive, and judicial officers and for county officers from even-numbered to odd-numbered years (beginning in 1989 for legislators and 1993 for Governors and other state executives) was submitted by the General Assembly of 1985 to the voters, who rejected it on May 6, 1986.

 Multilateral Agreement on Investment
Enforcement of the MAI against states by the federal government is the ultimate remedy, whether it takes the form of a lawsuit seeking preemption of state law or less litigious methods such as the withholding federal funds from noncompliant states.
The MAI should preserve the power of states to discriminate for legitimate purposes as defined by the U.S. Supreme Court, particularly with respect to (a) rational bases for residency requirements and (b) the sale or use of state land as a resource that the state holds in trust for its residents.
States should be able to directly participate in the defense of their own measures when they are challenged by investors in international proceedings.

Following the visit by members of its Advisory Committee on Social Witness Policy with Hezbollah, the Presbyterian Church (USA) issued a statement calling the group's decision to meet with a terrorist organization "misguided." ADL welcomed the statement as an acceptable response to the controversial meeting.
The meeting between Sheikh Nabil Qauq, the leader of Hezbollah in south Lebanon, and a delegation of 24 leaders of the U.S. Presbyterian Church currently on a fact-finding tour in the Middle East, was broadcast October 17 on Al Manar, Hezbollah's satellite television network.
It is deeply disturbing that leaders of the Presbyterian Church would meet with the leader of a terrorist organization that is directly responsible for attacks against Americans and Israelis, and that has repeatedly denounced America and Israel as enemies of Islam.
