 Joel Mowbray on Pat Roush & State Department on National Review Online
A recent memo sent to State Department headquarters in Washington from a U.S. consular officer in London shows that the department wasted a unique opportunity to move the two now-adult daughters of Patricia Roush, Alia and Aisha, closer to freedom — and in fact, State did the opposite.
By all indications, State was a latecomer to the events surrounding the London escapade.
The press flaks at State explain that Alia and Aisha were free from duress because they met with the consular officer in private with no Saudis in the room.

 The Constitution of North Carolina
Following the precedent established in amending the United States Constitution, the 1835 amendments were appended to the Constitution of 1776, not incorporated in it as is the modern practice.
Approved by the voters in 1980, it required that all justices and judges of the State courts be licensed lawyers as a condition of election or appointment to the bench.
An amendment to shift the elections for state legislative, executive, and judicial officers and for county officers from even-numbered to odd-numbered years (beginning in 1989 for legislators and 1993 for Governors and other state executives) was submitted by the General Assembly of 1985 to the voters, who rejected it on May 6, 1986.

In January 1986, Christian Democrat leader Vinicio Cerezo was elected President and said he had "the political will to respect the rights of man", but it didn't take long to find out that his political will was irrelevant in the face of Guatemala's well-oiled military machine.
Although Ronald Reagan's State Department asserted "there has not been a single clear-cut case of political killing, within months of Cerezo's inauguration, opposition leaders attributed 56 murders to security forces and death squads, while Americas Watch claimed that "throughout 1986, violent killings were reported in the Guatemalan press at the rate of 100 per month".
But a 1976 Amnesty International report identified 88 government torturers, and stated that alleged subversives had their heads slammed into walls, their genitals and pubic hair torched, and were beaten with clubs, fists, bottles, and rifle butts.
