State policymakers increasingly are focusing their attention on how to reward schools and districts that perform well, and how to sanction those that do not.
In three states (Delaware, Michigan and Oklahoma), students are not required to pass certain exams in order to graduate, but they may take end-of-course tests and have the results recorded on their transcripts or receive a different type of diploma.
In a state takeover of a school district, either the state legislature, the state board of education or a federal court charges the state department of education or another designated entity with managing a school district, usually for a certain amount of time, such as five years.
