		Tariffs are similar to tolls, which are applied to people rather than goods.
		A specfic tariff is a tariff of a specific amount of money that does not vary with the price of the good.
		These tariffs are far harder to implelment as knowning what amount to set them at is difficult and needs to be constantly updated due to changes in the market or inflation.

		GENEVA -- The United States and Canada were given the go-ahead by independent arbitrators yesterday to impose 100 percent penalty tariffs on $124 million of imports from the European Union in their dispute over hormone-treated beef.
		That list will be drawn from an initial target list in the beef dispute of $900 million in European imports ranging from foie gras and truffles to Belgian chocolates and mineral water.
		The tariffs are likely to force the affected products out of the market entirely in both countries.

	U.S. U.S. BEEF RETALIATION LIST TARGETS PORK 26-07-99
		U.S. The WTO's Dispute Settlement Body is expected on 26 July to authorise the U.S. and Canada's list of retaliatory tariffs against EU goods in response to the EU's failure to comply with a WTO ruling against its ban on hormone-treated beef imports.
		The U.S. last week released its final list of goods against which 100 percent tariffs would be levied from 29 July.
		The remaining EU member-states account for about 16 percent of the goods on the U.S. list, with the exception of Britain, whose support of the U.S. in the dispute kept British goods off the list.
