Two key objectives of the report are to lay down a factual foundation for understanding the issues confronting the preservation of American television and video, and to recommend a national plan of action based upon a broad consensus of the archival community.
The television and video heritage represents an important part of the collective experience and memory of the American people, yet much of the public record--as it were--is retained in the custody of private corporations whose policies are subject to the ebb and flow of the market place.
Television advertisers, who basically pay the networks for programs through the purchase of air time for their ads, cannot be taken for granted; there are more outlets than ever fiercely competing for their ad accounts.

 Reason
On the weekend of May 10 and 11, six French television journalists visiting Los Angeles to cover the massive E3 video-game expo were stopped for questioning by LAX border guards, barred from entering the country, and sent back to Europe.
To be in compliance, foreign hacks need a special "I-visa," which costs $100 to apply for, and requires a "comprehensive letter from the journalist's employer on the employer's letterhead identifying the journalist and describing in detail the nature and function of the journalist's position." Not exactly tailor-made for scrappy freelancers or globe-trotting ambulance-chasers.
The expulsion of the French television reporters could well have been a case of a lone LAX officer having a zealous day.

It's the 1991 Gulf War, and CNN's Peter Arnett, Bernard Shaw and John Holliman are describing the bombing of the city — as a blur of bombs explode in the distance and Iraqi guns fire furiously at their attackers.
CNN's Nic Robertson, who plans to stay in Baghdad to report the war, isn't sure just how much television viewers will be able to see now that the bombing has begun — a stark difference from the last war, when Saddam Hussein allowed cameras to show the fight and CNN got its biggest scoop ever.
That left Robertson with only one choice: filing reports by telephone from inside the 18-story Palestine Hotel, one of three where he and some 100 other reporters from 30 news organizations (down from 450 at the start of the week) are now housed and closely guarded by Iraqi soldiers.

The main activity of journalism is the reporting of events by stating the journalistic parameters of who, what, when, where, why and how and commenting on the significance of the event.
Generally, a distinction is drawn between straight reporting (just the facts), op-ed columns (opinion and editorial comment from one author), and editorials, the official opinions of the paper.
Without even committing outright fraud, journalists may give a biased account of facts by being selective in their reporting, for instance focussing on anecdote or giving partial explanation of actions.

PressThink: Blocking Assignment: Ashcroft's End Run
First in Philadelphia, then again in Buffalo, Federal agents were ordered to block “print” reporters from questioning Attorney General John Ashcroft during events where he defended the Patriot Act and talked about the urgency of renewing it.
The possible reasons are: talking over the heads of reporters entirely, favoring the weaker questions of some inexperienced local broadcast crews, punishing “print” correspondents for their more challenging coverage, or just a demonstration of raw power over the press.
Only talking to television.” Pens may no longer be as mighty as the camera, but apparently they make Ashcroft and his guardians squeamish.

COMMUNITY JOURNALISM PROJECT   (Site not responding. Last check: 2007-10-09)
Community Journalism (also known as civic or public journalism) is a catch phrase for a range of news practices that are generally defined by a news organization's desire to be closer to its community's concerns and interests.
The benefits to stations are many: improved communication between the news organizations and the community; better coverage of issues important to its citizens; and greater appreciation by the community of how news organizations perform their jobs, leading to enhanced credibility of these news outlets.
Community Journalism is grounded in the concept that news organizations have a responsibility not just to report on local issues but, through their coverage, to actively facilitate their debate and resolution.
