Israel is currently also embroiled in an ongoing conflict with Palestinians in the territories controlled since the Six Day War in 1967, despite the signing of the Oslo Accords on September 13, 1993, and the ongoing efforts of Israeli, Palestinian and global peacemakers.

Despite trying hard, I couldn't find any evvidence that the Volcani Institute is an institute of higher learning, in the sense that it gives out degrees.
Pure research bodies which have no teachers and give no degrees do not belong in a "List of universities" - it's really hard to stretch the definition of university this far.
