  Little Spokane River Water Quality Improvement Plan Information - Introduction
The Little Spokane watershed drains approximately 700 square miles that includes regions of north central Spokane County, southern Pend Oreille County and southeastern Stevens County in northeast Washington, as well as a small section of Bonner County in Idaho.
The major tributaries to the Little Spokane River are Dragoon, Deadman, Little Deep and Deer Creeks as well as the West Branch of the Little Spokane River.
The Little Spokane’s contribution of nutrients and sediment to the Spokane River is important to this process and will be taken into consideration during the development of a TMDL for the watershed.

Rawls says the North Spokane plant option would have to be added to one of the other alternatives because it wouldn’t handle all of the county’s wastewater needs on its own.

SPOKANE, Wash. -- In a settlement with state regulators, Kaiser Aluminum & Chemical Co. has agreed to spend $20 million to clean contaminated property at its defunct Mead smelter near Spokane.
Kaiser's chemicals have contaminated portions of the Spokane aquifer and the Little Spokane River, according to a January 2000 Ecology cleanup order to Kaiser.
The Little Spokane River will be tested for ongoing pollution and a large, capped toxic waste pile will be monitored for centuries.

Apparently, the dog must have fallen into the river- ended up on the island and then the current was too swift for it to leave.
