True, they wrote of fantastical journeys to the moon, of fantastic futures, but they were merely writing in a fantastic mode, a legitimate form of literature, a form which was conceived neither as a genre nor a marketing category until centuries after their deaths.
Miniatures, still known in Britain as war games, a term reserved in the States mainly for board wargaming, remains a thriving pastime in both nations; and miniatures gave direct birth to the board wargame and to roleplaying, and indirect birth to computer gaming and collectors card gaming.
The fact, therefore, that I am capable of summarizing the rules to Little Wars in two sentences, is to be considered an illustration of commendable concision, rather than condemnable oversimplification.

"Little Wars" includes a number of photographic plates in its original book form and these are referred to in the text, so it is well worth searching for the PDF version; the illustrations are an important feature that is naturally lost in most ASCII-based e-text versions, such as that available from the Gutenberg Project.
Of the two essays, "Little Wars" is by far the most interesting for the game designer as it deals directly with the actual process of game design, as well as including a fully-realised rule-set for a complete game.

Little Wars, a set of miniatures rules by H. Wells, was first published in 1913 - just before World War I. (It has been reprinted periodically since then - I have a Dover edition from 1977, I think.)
Most of the book tells about how he came to write the game, the evolution of the rules, some of his various battles, and essays on how playing with toy soldiers is so much better than the real thing.
Little Wars as written isn't played much today, but can be fun if you get in the right mind-set.
