The Municipal Court for the City of Spartanburg serves as the Judicial area of the City government.
The court is authorized to hear all cases arising under state law and municipal ordinances which occur within the city limits and the penalty thereof is a fine not exceeding 30 days, $500 (plus mandatory fees) and/or imprisonment not exceeding 30 days, plus certain other cases, as well as certain livability issues.
Livability violations include safety issues such as fire code, housing code, and building code violations, as well as quality-of-life issues such as dog restraint, derelict vehicles, garbage and trash control, littering, accumulation of weeds, brush and debris, plus others.

This term, the Court took up the case of two people with disabilities who sued the State of Tennessee for damages because a courthouse in that state lacked an elevator for wheelchair access.
In a 5-4 decision the Court determined that in enacting Title 2 of the ADA, Congress had considered substantial information detailing the lack of access for the disabled to state courthouses and judicial proceedings.
Similarly, the Court held that the 14th Amendment's due process clause empowered Congress to abrogate the 11th Amendment in order to assure access to justice and judicial proceedings.
