 Edward Livingston Summary
Livingston was the leading member of a commission appointed to prepare a new civil code, which for the most part the legislature adopted in 1825, and the most important chapters of which, including all those on contract, were prepared by Livingston alone.
Livingston was again a representative in Congress during preliminary work in the preparation of a new civil code, done by James Brown and Moreau Lislet, who in 1808 reported a "Digest of the Civil Laws now in force in the Territory of Orleans with Alterations and Amendments adapted to the present Form Of Government”.
Livingston's negotiations were conducted with excellent judgment, but the French Chamber of Deputies refused to make an appropriation to pay the first instalment due under the treaty in 1833, relations between the two governments became strained, and Livingston was finally instructed to close the legation and return to America.

Centrally located within one hour of the major metropolitan areas of Detroit, Flint, Ann Arbor, and Lansing, early settlers were attracted to the Livingston County area not because of its location (as is the case today) but rather because of the opportunity to receive free land.
However, surveyors indicated that the land in and around Livingston county was extremely wet and poorly suited for farming.
Livingston Center, now known as the city of Howell, was centrally located between the two cities, as on the stagecoach route connecting the cities, and was a natural rest stop for travelers making the long trip by foot and/or by horseback.

When Livingston County was officially formed out of Carroll and Chariton counties in 1837, it was in Joseph Cox’s house, located approximately five miles north of Chillicothe, that the first term of the county court was held.
Two photos of Chillicothe that appeared in The Heritage of Missouri, which was published in 1963, show the change in the appearance of the city between 1910 and 1923 as a result of the increase in automobile ownership.

Edward Livingston for whom the county was named, was the eleventh Secretary of State of the United States, serving in Gen. Jackson's cabinet two years, or from May 1831 to May 1833.
Its first boundaries were the Linn County Line on the east, Grundy County on the north, the line between Townships 58 and 59 on the south, and the crooked Medicine Creek on the west.
The first stores in Livingston County were opened by Jesse Nave at Navestown, or Spring Hill in 1837; by John Doss, in the forks in 1838, and by Stone and Wilson in Chillicothe the same year.

In Livingston County, this survey followed portions of the Hannibal-to-St. Joseph wagon road first surveyed in 1820.
In 1849, part of this road in western Livingston Co. was managed by John Stuckey (1810-1890).
His contract required that the road be "causewayed and dug, the ravines therein filled up, and the small watercourses therein bridged, the roadway cut out and maintained thirty feet wide and cleared of trees and limbs which might incommode horsemen and carriages, and cleared of stumps exceeding eight inches in height."

Livingston County planned a temporary building in Chillicothe, the county seat, for its first courthouse in 1837; the cost was not to exceed $50.
Many in Chillicothe wanted to keep the pleasant park atmosphere on the square, but the park was county property, and apparently the judges felt the majority of county residents favored a courthouse site on the square.
Ray County officials visited Livingston County during construction of this courthouse, talked with architect Roberts, then chose him to design their 1914 courthouse.
