But I also think it may be better to have the article about the state at Prussia, because most of the hundreds of links to Prussia refer to the state, so they should also lead to the article about the state, not to a disambiguation page, and we wouldn't want to change all those links.
But it really is most logical to have all links point to one disambiguation page and let the readers use their brains to work out wherte they should follow on.
