Lizardmen troops are wonderful in that each can serve several functions.
In game play the Lizardmen are very like the Undead with a very powerful general who will be targeted by every nasty spell and warmachine that your opponent has and then several units of lower cost troops that are very hard to break / destroy.
I personally don't have a problem with using specials in your army provided you don't start switching magic items around as this just means that you want all the abilities that the characters tend to have but not the crap selection of items that they get.

Lizardmen were friendly to the other races, with the exception of chaos, until the warmbloods started stealing our treasure (or at least try to steal 'em).
I agree that lizardmen are highly plausible for an expansion, both adding a whole new continent that has connections to many already implemented races, and they fit into the Order faction without to much of lore resistance.
In retrospect, Lizardmen hate Chaos as they literally exist to destroy it, and they have been at war with the Skaven for ages, the whole MMO balance of "enemy of my enemy makes you my team-mate" falls into play for them if they are included.

Lizardmen Cold Ones are marginally better than DE ones in combat.
I don't have a comment about relative points values or rules regarding Lizardmen, but while I was retyping everything into an Excel spreadsheet for ease of reading it appeared I was doing a lot of typing of the same thing in regards to shooting attacks.

Basically, if you climb up into a building and shoot the skinks, the lizardmen really can't win, as the saurus can't climb (I1-2) and the skinks can't beat you in hand to hand, and skink shooting isn't enough to take most bands out either (shortbows, BS3, and T2 doesn't cut it).
If there aren't such buildings, the lizardmen usually do quite well, as saurus are very powerful when they're not nuetralized by elevation.
I would say the Lizardmen are probably the most balanced Lustrian warband, and also closest to the Mordheim ones as well.
