Lo Wu is in the 'New Territories' of Hong Kong so if you're in Hong Kong you can get to Lo Wu as it's the last stop on the commuter train from Kowloon.
Make sure you check your visa requirements - but Lo Wu is still in HK but only just, Shenzhen is not.
