Lobaye is one of the 14 prefectures of the Central African Republic.
The prefecture is located in the south part of the country, bordering the Congo Republic and the Democratic Republic of the Congo.
David Dacko, the first and third president of the Central African Republic from 1960-1965, and 1979-1981 is from Lobaye.

The food-security bank, in Ndolobo, 125 km from the town of Mbaiki in Lobaye, also features silos where farmers' harvests would be stored once sold to the bank for resale later.
This food security bank, to be run by a management committee established by farmers, was intended to check the activities of "middle-men", who buy the produce cheaply from farmers for speculative purposes during times of food shortages.
IPHD Representative Cristian Balan was quoted as urging the residents of Lobaye to consider the bank as a means for achieving food security.

At the beginning of the project, the prefectures of Lobaye and Ombella Mpoko comprised rural populations of 152,000 and 163,000 inhabitants respectively, of whom only nine per cent (Lobaye) and 16 per cent (Ombella Mpoko) had access to drinking water.
As expressed in the project description, the development objective was: "To contribute in a significant degree to improving the living and health conditions of the populations in the prefectures of Lobaye and Ombella Mpoko, in particular with a reduction in water-borne diseases, and to develop a planning tool for the sector".
In the description of the revised project CAF/97/011-CAF/91/C03, the last part of the development objective is rephrased as: ".…… in water-borne diseases, by basic measures of sanitation and health education, and the advancement and integration of women into the process of development".

A sero-epidemiological survey has been conducted, in 1975-1976, among 349 nomadic Pygmies of the Lobaye area in the Central African Empire, to investigate the prevalence of arbovirus infections.
Yellow fever specific antibodies detected in this non vaccinated population indicate that latent infections occur in human beings living in the depth of the tropical forest, from the natural sylvatic focus of yellow fever, which remains active as recently proven in the Central African Empire by virus isolations obtained from wild caught mosquitoes.

The first phase of the anti-polio immunisation campaign, covering six provinces, took place on 1 March, during which 70.95 percent of children in Lobaye Province were immunised.
The campaign covered the provinces of Ombella Mpoko and Lobaye in the southwest, Ouham and Ouham Pende in the northwest, Kemo and Nana Grebizi in north-central CAR as well as the capital, Bangui.
All the targeted provinces, except Lobaye, were directly affected by the October 2002-March 2003 rebellion that almost annihilated the health sector in the northwest, preventing children from being immunised for over a year.

 Batwa: NGO Undertakes Project to Improve Batwa's Socio-Cultural Image
The coordinator of the project, Ilaria Firmian, said on Friday that the EU-funded project was aimed at reinforcing activities to fight discrimination of the Aka - a sub-group of the Batwa community, commonly referred to as "Pygmies" - in the southwestern province of Lobaye.
She said the project was approved in January and that COOPI was working in partnership with the diocese of Maki, 107 km from the capital, Bangui, and the country's human rights body, the Observatoire Centrafricain des Droits de l'Homme.
COOPI has been operating in Lobaye since 1998 and chose to work for the Aka because they are "highly marginalized" by the other ethnic groups, Firmian added.

The coordinator of the Muslim NGO El Nour Aya, Cheick Moussa, said the NGOs carried out the campaign in towns of Boda and Mongoumba in Lobaye, where the residents were briefed on the different means of HIV transmission and means of prevention and protection.
The campaigns were funded by Amis d'Afrique, with a contribution from El Nour Aya, he said.

The prefectures are named for the major rivers of the area: Ubangui, Nana, Mambéré, Kadeï, Lobaye, M'Poko, Ombella, Sangha, Kémo, Ouaka, Kotto, and M'Bomou all flow into the Congo; Pendé, Ouham, Gribingui, Bamingui, Bangoran, and Vakaga all flow into the Chari, and thus to Lake Chad.
Bangui: in the Bobangui language, it means "the rapids." Bangui is located at the first great rapid of the Ubangi River.
At this time, the Central African Republic was divided into the prefectures of Basse-Kotto (capital Mobaye), Bouar-Baboua (Bouar), Haute-Kotto (Bria), Haute-Sangha (Berbérati), Kémo-Gribingui (Fort-Sibut), Lobaye (M'Baïki), M'Bomou (Bangassou), Obo-Zémio (Obo), Ombella-M'Poko (Bangui), Ouaka (Bambari), Ouham (Bossangoa), and Ouham-Pendé (Bozoum), and the autonomous sub-prefectures of Birao (Birao) and N'Délé (N'Délé).

On 26 June, a court in La Lobaye, a city located 105 kilometres from Bangui, sentenced him to six months' imprisonment with no parole for "defamation by means of the press" and "incitement to ethnic hatred" (see IFEX alert of 7 July 2003).
Among other things, the article said, "Since the arrival of the new head doctor, there are more deaths at the hospital than previously." The article also said, "The new doctor appears to be protected by the chief of police and state prosecutor, to whom he happens to be related."

Following previous distributions in late 2003 and early 2004, FAO distributed groundnuts, maize and rice seeds to some 80 farmers associations in early May in the provinces of Lobaye, Mbomou and Basse-Kotto, which were adversely affected by last year’s rebellion.
However, in spite of good weather conditions and seed distributions, a strong agricultural recovery is not expected this year due to persistent insecurity.
