The underlying problem in the new six-county province of Northern Ireland was the sharp divide between the Protestant majority and the reluctant and resentful Catholic minority amounting to more than one-third of its population.

This is about the new NI councils, which are to be reduced to 7 = Derry and Belfast and five others, from the existing 26, they being a compromise from 73 that Unionists originally wanted because they would be able to control almost all of them.
In a classic statement of the bleeding obvious he pointed out that Belfast and Derry councils would have nationalist majorities as would the proposed new councils west of the Bann, leaving Unionists with a guaranteed majority in only two councils and a possible majority in a third.

The Conservatives` Northern Ireland spokesman David Liddington expressed disappointment at a conference in Belfast that the Review of Public Administration (RPA) was not asking whether the province really needed eleven government departments when Scotland had only nine.
The review, which was ordered during devolution but is now being administered by direct rule ministers in the Northern Ireland Office, is focusing on the number of local councils, their powers and the future of quangos and public bodies.

A group of Northern Ireland local councils and a major planning consultancy in the Province have separately signaled legal moves to challenge the government's decision to institute what has amounted to an immediate ban on most proposals for housing in the countryside.
At this stage the High Court in Northern Ireland is being asked whether the case merits judicial review and a decision is expected shortly.
