Under section 15 the Local Government and Housing Act 1989, committees must roughly reflect the political party makeup of the council; before it was permitted for a party with control of the council to 'pack' committees with their own members.
In 2000 Parliament passed the Local Government Act 2000 to force councils to move to an executive-based system, either with the council leader and a cabinet acting as an executive authority, or with a directly-elected mayor, either with a mayor and cabinet drawn from the councillors; or a mayor and council manager.
Unitary local government was inserted as a precondition for the introduction of any elected Regional Assemblies under the Blair Labour government's former plans to introduce such bodies prior to the rejection by referendum in North East in November 2004.

In one of the earlier reported instances of a quasi-direct township election that might serve as a model for further experiments, all registered voters in Dapeng Town in Shenzhen, Guangdong Province, were allowed to participate in a form of sea election to nominate candidates for town magistrate.
In one sea election conducted in Hebei Province in January 2000, for example, roughly 150 candidates were nominated, and, based on the number of votes received, ultimately whittled down to two candidates for VC chair, two for VC vice chair, and four for the three VC member positions.
Election day was preceded by the selection of the seven-member villager election committee by the villager representative assembly, voter registration, and a nomination process in which residents could register their interest in running for the VC or be registered by others.

 Winning Elections Through Local Organization
Local organizations are often broken down by the smallest possible electoral unit: the polling place (precinct.) When the election is for a local enough race, the campaign should aim to have a captain in place in each precinct, who can (and should) recruit additional volunteers to help with the local tasks.
When the election is for a higher office (statewide, major city, etc.) the campaign will still want to have a volunteer leader in each precinct, but may only select leaders for a broader area (ward, district, etc.) and leave precinct recruitment up to them.
After recruiting a local precinct captain, the campaign should make sure to detail all of the activities that the captain should perform, as well as give him or her the packet that was previously prepared.

This order changes the date of local elections in England in 2004, so that it is the same as the date of the European Parliamentary elections in that year and deals with a number of consequential matters.
Article 2 provides that the ordinary date of elections in 2004 in England shall be changed to be the same as the date of the poll for the European Parliamentary elections.
