In computing the term localhost refers to the location of the currently used system.
It is a loopback device which is assigned the IP address 127.0.0.1 in IPv4, or ::1 in IPv6, which can be used by TCP/IP applications to talk to themselves if this is needed.

You need to keep the program running on your computer until at least one other person chooses to view your new version- when no-one online is viewing a particular version, it dissapears.
Localhost is completely backwards compatable with Azureus 2.3.0.4, so if you're used to using Azureus, you can use Localhost as you would Azureus, and also have access to the Localhost file system.
The program had a bug that placed incorrect titles on directories which prevented more than one directory being added by a user.

Localhost seens to me more like a "Directory" for files.
So, you don't have most of them, just the ones you're publishing (seeding), probably a lot less than the ones avaible in the entire "filesystem".

In this and any other case, maybe the program should be compiled as a VB, C++ or C# executable or even an NT service, and save its results either to the database or a file so that all your asp script does is collect and display the results.
