A Locator Outer Marker, or LOM, is a navigation aid used as part of an ILS instrument approach for aircraft in the United States.
The LOM combines the outer marker beacon in the ILS approach with an NDB, so that aircraft can navigate directly to the location using the NDB as well as be alerted when they fly over it by the beacon.
Canada has taken the process further and abandoned marker beacons altogether, replacing the outer marker in ILS approaches entirely with the NDB.

OUTER FIX ARC- A semicircle, usually about a 50-70 mile radius from a meter fix, usually in high altitude, which is used by CTAS/HOST to calculate outer fix times and determine appropriate sector meter list assignments for aircraft on an established arrival route that will traverse the arc.
OUTER MARKER- A marker beacon at or near the glideslope intercept altitude of an ILS approach.
The OM is normally located four to seven miles from the runway threshold on the extended centerline of the runway.

If you are close to the outer marker and hold the assigned heading you may intercept the localizer very near or over the marker.
First, the nearer to the marker you are, the narrower the course and the more likely you are to overshoot the course centerline on the initial capture.
Remember, the glideslope is narrow, approximately 75 ft (± 37.5 ft) at the Middle Marker and 475 ft (± 237.5) at the Outer Marker.

The Outer Marker also sat on a Plinth on a sand-bar in the estuary but was never (AFAIK) re-commissioned when the ILS was most recently re-installed 2 years ago.
These show a notional Outer Marker (defined by DME in the absence of a marker) on ILS plates for legal reasons.

I believe it refers to an outer marker with a colocated NDB, which is often used as an IAF for the corresponding localizer approach.
The locator is used to identify either the outer (LOM) or middle (LMM) marker of an ILS approach.
For example, on the ILS 12 at Waterloo IA (ALO) (http://naco.faa.gov/d-tpp/0406/00945I12.PDF) as you cross the outer marker, the GS indicator should be centered, your blue light should flash, the NDB should indicate station passage, and the altimeter should read 2699 (or at least close enough that you know it's correct)

I mean, the inner marker broadcasts a series of morse code "I", "didit," and the outer a series of "O", "dah dah." Pretty easy to tell apart...
Wrong altitude, missed a whole bunch of clues as to where the airport was: DME, marker beacon, elapsed time from the outer marker, and the GPS.
