Lockout (industry) - Wikipedia, the free encyclopedia
A lockout is a work stoppage in which an employer prevents employees from working.
In such a scenario, the purpose of a lockout is to put pressure on a union by reducing the number of members who are able to work.
Another case in which an employer may impose a lockout is to avoid slowdowns or intermittent work-stoppages.

 [No title]
A lockout device is defined as a device, such as a key lock, that utilizes a positive means or holds an energy isolating device in a safe position and prevents the energizing of a machine or equipment.
When the authorized employee who applied the lockout or tagout device is not available to remove it, that device may be removed under the direction of the employer, provided specific procedures and training for such removal have been developed, documented and incorporated into the employer’s energy control program.
Thus, lockout or tagout is not required by this standard if the alternative protective measures enable the servicing employee to clean or un-jam, or otherwise service the machine without being exposed to unexpected energization or activation of the equipment, or the release of stored energy.

Lab Safety Supply - EZ Facts Safety Info - Document #170, Lockout/Tagout, 29 CFR 1910.147
Lockout is the placement of a lockout device on an energy isolation device (circuit breaker, slide gate, line valve, disconnect switch, etc.) to ensure that the energy isolating device and equipment being controlled cannot be operated until the lockout device is removed.
A lockout device utilizes a positive means such as a lock (key or combination type) to hold an energy isolating device in a safe position and prevent the energization of a machine or equipment.
When it is impossible to lock out, or in industries where the use of tags has been well established and accepted as a recognized prohibitive to the operation of energy isolating devices, a tagout procedure has proven to be equal in protection to a lockout procedure.

Kirk Key Lockout/Tagout Overview   (Site not responding. Last check: 2007-10-01)
The lockout/tagout standard applies to general industry employment and covers the servicing and maintenance of machines and equipment in which the unexpected startup or the release of stored energy could cause injury to employees.
When the existing standards specify lockout, the new rule supplements these existing standards by requiring the development and utilization of written procedures, the training of employees, and periodic inspections of the use of these procedures.
OSHA has determined that lockout is a more reliable means of deenergizing equipment than tagout and that it should always be the preferred method used by employees.

 About LOTO
The lockout and tagging provisions of 1910.269 are based on the requirements in the generic standard; therefore, it is appropriate to recognize this formally in the final rule.
Although lockout is rarely used, the industry's tagging systems generally provide protection equivalent to that obtained by the use of a lockout program.(30) The final standard requires this of all affected employers, thus ensuring the safety of all electric power generation, transmission, and distribution workers.
If a lockout or tagout device is attached, it is assumed that the employee who attached that device is engaged in servicing the equipment for which the device is in use and that that person is exposed to the hazards of reenergizing of energy sources.

The locks or tags must be placed in such a way that energy cannot be restored to the machinery or equipment until every lock or tag is removed, As each employee involved no longer needs to maintain his/her lockout/tagout protection, that employee removes his/her lock or tag.

OSHA, industry and union officials were present, and attendees included Wallis and his supervisor, Joseph Pipkin, as well as Forrest Carr and IBEW representatives; at the meeting, Joseph Pipkin stated that if industry complied with 1910.147 it would be in compliance with 1910.269.
