Londer Tsaava, who introduced himself as "Prime Minister of the legitimate government of Abkhazia in exile," said he was visiting the United Nations as part of a delegation of Georgian parliamentarians and other public officials.
Tsaava said that he would continue to work to have the policies of ethnic cleansing categorized as such, and to have the United Nations exert greater pressure on the Abkhaz side.
Tsaava said the situation could move in two different directions.

In his Monday radio broadcast, Georgian President Eduard Shevardnadze said on 3 August that the CIS peacekeepers currently deployed along the border between Abkhazia and the rest of Georgia should not be withdrawn until arrangements have been made to replace them with an alternative force, Russian and Georgian agencies reported.
Londer Tsaava, who succeeded Zurab Erkvania as chairman of the Abkhaz government in exile in July, also reasoned that the withdrawal of the CIS peacekeeping force will create "a vacuum" conducive to the resumption of hostilities, Caucasus Press reported on 4 August.
But Tsaava, like Shevardnadze, criticized the peacekeepers for failing to protect ethnic Georgians in Abkhazia's Gali Raion.

The Chairman of the Abkhaz Council of Ministers (operating in Tbilisi) Londer Tsaava visited Abkhaz refugees who had been on hunger strike for already a week in Rustaveli Avenue in front of the Abkhaz legitimate government.
Tsaava ensured the refugees in his support and promised to arrange a meeting with Georgia's State Minister Vazha Lordkipanidze in the near future.
The hunger strikers noted that Elene Tevdoradze, the chairperson of the parliamentary human rights committee, parliamentary deputies Jany Ezukhbaya (CUG) and Gia Gvazava (faction Abkhazeti) were supporting them.

Londer Tsaava, a representative of the Abkhaz government in exile, predominantly comprised of ethnic Georgians, will be submitting to you a document which if adopted by the Security Council will totally derail the peace process.
Tsaava and direct the Georgian delegation to remain on the path for peaceful change in Abkhazia and amicable resolution of the conflict.

Irakli Alasania replaced Londer Tsaava at this position.
On September 28 President Saakashvili nominated Irakli Alasania as the new chief of the Tbilisi-based Council of Ministers of Abkhazia.

As the chairman of the Abkhazian government in exile, Londer Tsaava, told a briefing in Tbilisi on March 20, the three Russian officers and the private were kidnapped on the night of March 18 from the 207th block post of peacekeeping forces in the village of Pichori, Gali region, by unknown masked men.
The abduction took place on the territory controlled by the peacekeeping forces, which is not under the jurisdiction of Georgia.

Speaking at a press conference in Tbilisi on 18 November, Londer Tsaava, who is chairman of the Tbilisi-based Abkhaz government in exile, denied claims by the Georgian Finance Ministry that the government misappropriated budget funds, Caucasus Press reported.
He added that the government has received only 65 percent of the monies it has been allocated, resulting in delays in the payment of salaries to government officials and of pensions and other allowances to displaced persons.

Londer Tsaava, chairman of the Tbilisi-based Abkhaz government in exile, has admitted that the war in Abkhazia was started by Georgian government troops, adding that they did so under "provocation" from the Abkhaz side, according to "Rezonansi" on 28 September, as cited by Caucasus Press.
Shevardnadze had admitted several years ago that the Georgian troops who entered Sukhumi were acting against his orders.
