There was no power, the boroughs hadn\rquote t really signed up to it and the reason for that was that when the GLC was created, nobody had thought about the notion of strategic authorities.

The council pleaded guilty to one breach of the Management of Health and Safety at Work Regulations 1992 and another of the Health and Safety at Work etc Act 1974, with £30,750 awarded in costs to the Health and Safety Executive (HSE) which brought the case.
