There is absolutely no doubt that traffic speeds had declined in London prior to the Congestion Charge’s implementation; London Mayor Ken Livingstone’s answer was to introduce Congestion Charges in a bid to cut the number of vehicles on the roads.
However, many motorists - and particularly the taxi drivers, who are experts on London traffic as they spend most of their working day driving in it - feel that a major cause had been the alteration of the sequence of most of the sets of traffic lights.
The theory is that that this had been done deliberately to slow down the traffic to demonstrate that Congestion Charges were required.
