The former London Underground Limited was a subsidiary of London Regional Transport, a statutory corporation.

Back in London now and thanks to Neil for holding the fort while I was in sunnier climes.
Perhaps the powers that be are just happy with keeping the Underground a miserable place where you can't have any fun, you can't talk, you can't have a laugh or even try to get fellow passengers to have a double-take.
