 Extremism in America: Introduction
Moreover, while current discussions of extremism have focused on Islamic terrorism, the heightened attention to public threats has increased interest in and scrutiny of domestic terror as well.
With the mass deaths and massive destruction of September 11, and facing the possibility of even greater dangers, Americans abruptly found that extremist terror was no longer a brief incursion into their lives.
For McVeigh was unique: it became clear to most Americans after the bombing that the intensity of his convictions and his willingness to sacrifice himself were by no means characteristic of a broader movement.

 Terrorist Encyclopedia Article @ PriceOfFreedom.com
Law enforcement agencies such as the FBI have identified a pattern of lone-wolf terrorist acts carried out by individuals who appear not to be acting as part of a conventional group, although they may function with the tacit approval of a group, and protect it by operating alone.
Terrorists cited as lone wolves include the Unabomber Theodore Kaczynski (1978-1995), Austrian letter-bomber Franz Fuchs (1993-1997), Cave of the Patriarchs gunman Baruch Goldstein (1994), Oklahoma City bomber Timothy McVeigh (1995), Centennial Olympic park bomber Eric Robert Rudolph (1996), "London Nailbomber" David Copeland (1999), and gunman Buford O. Furrow, Jr.
According to the definition of terrorism typically used by states, academics, counter-terrorism experts, and non-governmental organizations, "terrorists" are actors who don't belong to any recognized armed forces, or who don't adhere to their rules, and who are therefore regarded as "rogue actors".

But judging from the trail of his associations in the white supremacy movement, the people who remember him and the books he read, Furrow was a "lone wolf" who distanced himself from the larger, organized elements of the movement.
He may have considered himself one of the Phineas Priesthood, who initiate themselves individually, with a lone act of terrorism.
There are no membership cards for the Priesthood, no meetings, no central address, no organizational structure for the FBI and police to infiltrate.

 Peace Archive- Rep. James Sensenbrenner
Jeff Lungren, a spokes-man for Rep. James Sensenbrenner, R-Wis., who is chairman of the House Judiciary Committee, said that Hatch's efforts to attach the Patriot Act extension to the "lone wolf" bill would happen over his bosses' "dead body."
As part of a tentative deal reached last week and finalized over the last several days, Republicans on the judiciary committee agreed not to seek a repeal of the Patriot Act's sunset provisions at yesterday's vote on the terrorism bill if Democrats pulled some of their own amendments that the Republicans considered objectionable.
Hatch's effort to try to make the Patriot Act permanent set off immediate criticism from civil liberties groups and lawmakers, including some Republicans, who said that Congress needed more time to scrutinize how the Patriot Act was working - and whether law enforcement officials were abusing it - before revisiting it.

Complicated matrix determines terrorism threat level
In recent congressional testimony, Mueller said the Matrix is produced "to ensure we are working off a common knowledge base" as officials assess threats from al-Qaida and other groups as well as individual "lone wolf" extremists and violent homegrown radicals.
The high level of threat "chatter" collected worldwide and detailed in the Matrix was a key to the Bush administration's decision Tuesday to raise the terror threat level from elevated (yellow) to high (orange).
The daily Matrix now is produced by the two agencies' counterterror units together at the new Terrorist Threat Integration Center, now at CIA headquarters in Virginia but soon to get its own home.

 Terrorism Unveiled
From this and his actions, Taheri-azar fits well as a "lone wolf" actors that go out and try to do the "will of Allah." Socially awkward and looking for something to legitimize themselves, to make them feel "worth" something---they turn to this type of behavior.
If what Taheri-azar says is true, that he did this because of his desire to do the "will of Allah," then yes, I'd label it terrorism, but let's be careful not to cheapen the word "terrorism" itself as this certainly compares little to a well-funded and organized operation.
In court today he said he was, "thankful for the opportunity to spread the will of Allah." We know Hizbollah had operations in Charlotte, NC (and elsewhere), but primarily we've been focused on attacks by Sunni-based terrorists, not Shia (Iranians are overwhelmingly Shia).

Lilienthal's argument is with the legislative process itself.

 t r u t h o u t - Republicans Want Terror Law Made Permanent
Republicans may seek to move on the proposal this week by trying to attaching it to another antiterrorism bill that would make it easier for the government to use secret surveillance warrants against "lone wolf" terrorism suspects.
The move is likely to touch off strong objections from many Democrats and even some Republicans in Congress who believe that the Patriot Act, as the legislation that grew out of the attacks is known, has already given the government too much power to spy on Americans.
One of the only reasons the Patriot Act was passed in the first place was because it had 'sunset' provisions within it that would end it by 2005.

The most insane of the Crazies, is John Ashcroft, the Attorney General. What was the administration thinking?
John Kyl (R-AZ) and Charles Schumer (D-NY), and called the "lone wolf" bill, would eliminate the need for federal agents to show that a target is affiliated with a foreign power in order to get a secret order for electronic surveillance or a break-in.
According to an analysis in the {National Catholic Reporter}, a number of immigration and national security experts are charging that Attorney General John Ashcroft's heavy-handed enforcement of immigration laws is actually undercutting the war on terrorism, with the result that it is in fact making Americans less secure.
