The Council, as you will recall, has focused its ire on network TV programming, supposedly in early prime time period (although they don't restrict their complaints about indecency to programs airing in that period), in an effort to make TV more "family friendly".
The people who would scream bloody murder if the schools were to try to teach their kids about sex, saying that it is the job of parents to do that not the government, want take the responsibility for deciding what kids should watch from individual parents and give it to the government.
Allison comes across as a slightly overweight (overweight by the standards of what we see on TV and the other media every day that is) woman who mostly stumbles through her day to day chores and at night has these precognitive dreams.
