Based on the behaviour, long wings, perch position, head colour and tail, I think this is a Long-legged Buzzard, but would like to hear the comments from the experts.
Hi All A "different" buzzard, resembling a Long-legged, was spotted by a group of Birdlife Free State members at Suikerbosrand NR yesterday.
The underwing pattern in flight resembled exactly the picture of the intermediate form of Long-legged Buzzard in the Kemps's raptor guide, with the trailing edges still black, but not as dark as the wing tips and leading edges.

In conclusion: The most important and distinctive characters of this juvenile African Long-legged Buzzard Buteo rufinus cirtensis were the uniform, unstreaked head, the heavy bill and the typical underwing coverts with uniformly pale coloured and finely marked lesser, median and greater coverts contrasting with round and dark carpal patch.
Roughly the size of a Common/Steppe Buzzard Buteo buteo, thus considerably smaller than nominate rufinus, perhaps with longer legs than in Steppe Buzzard B.b.
Also the wear of the plumage indicated an earlier breeding cycle than in Steppe Buzzard Buteo buteo vulpinus.

 Ornitholidays Kazakhstan birding report 2004
Apparently in east Kazakhstan Upland hybridises with Long-legged Buzzard, and this bird was not correct on one particular feature; the tarsi feathering was too short.
It wasn't long before we had tracked down the songster, a White-throated Robin (sometimes called by its other name, Irania) was singing away atop one of the rock pinnacles.
We left to continue the long journey but along the track another necessary stop for a flock of about fourteen, what at first looked like clean and tidy Feral Pigeons.

Long-legged Buzzard: a single is wintering on the north shore of Vaccares Lake at Rousty and regularly perches on top of the bushes and trees surrounding the marsh south of the D37 and is easily viewable from the small white observation tower.

Regarding the area of Lotan, the mainstreams of Honey Buzzards are possibly composed of birds that pass north well west of the Eilat Mountains and slowly drift east towards Lotan.
Of special interest on this survey were a further five Crested Honey Buzzards, after at least three were 176observed from Lotan in May 2000.
Examples include the 5th May when only 200 Honey Buzzards were seen in the Eilat, but over 700 were observed at Lotan.

Did a long walk on Göreme Valley on the early morning of the 29th September, and went up the highest point of the region, a vast plateau near Uçhisar on the afternoon of that day.
When the plane was landing in Istanbul airport it went past a group of Buzzards soaring on thermals.

We received entries for Long-legged Buzzard Buteo rufinus 50%, Common Buzzard Buteo buteo buteo 15%, Steppe Buzzard Buteo buteo vulpinus 30% and Marsh Harrier Circus aeruginosus 5%.
European references to dark morph Rough-legged Buzzards are few and far between and rarely, if ever, illustrated in the popular fieldguides although it is mentioned in the text of the Birds of Europe (Svensson et al 1999) as being very rarely identified in the region.
These photographs concern the North American form of Rough-legged Buzzard Buteo lagopus sanctijohannis and were taken in New Hampshire, USA in late December 2003.

Rough-legged Buzzards are slightly bigger than Common Buzzards with longer, floppier wings and, usually, paler underparts.

At the northern side there where also wheat fields with lots of Calandra Larks and Short-toed Larks and we saw a couple of Long-legged Buzzards, one of them being black morph.
At the sunset we drove to the south crossing the mountains between Pinarbasi and Gaziantep.
