  Loop Parkway
The Loop Parkway, which has no exits between the two termini, recently underwent a two-year-long project that saw construction of new roadways, rehabilitation of the parkway's three channel crossings, and installation of new signs, wooden guardrails and sand-filled impact attenuators.
In the 1950's and 1960's, the Loop Parkway was proposed to connect with the eastern terminus of the Nassau Expressway (NY 878) in Point Lookout.

 Meadowbrook State Parkway
In 1977, maintenance of the Meadowbrook State Parkway was transferred from the LISPC to the New York State Department of Transportation (NYSDOT), although ownership remained under the jurisdiction of the New York State Office of Parks, Recreation and Historic Preservation (NYSOPRHP).
In 1978, one year after the parkways were transferred from the LISPC to the NYSDOT, tolls were removed for motorists using the Meadowbrook Causeway in the area of Jones Beach.
In 1998, the parkway was ceremonially renamed the "Norman Levy Memorial Parkway" after the passing of the long-serving state senator remembered for transportation issues.

The 3 possibilities I see for car access are: 1 park in Point Lookout (marina, beach(fee), town) and walk across the 1st Loop Parkway bridge and along the parkway till you get to the bridge - but I don't think you are allowed to walk along the parkway.
Your 3rd choice is really a matter of luck - the parkways have 'emergency stopping only' If you are lucky enough to breakdown on the west side of the bridge southbound lane you will be within 0.10 mi of the cache and guess you can search for it while waiting for help to arrive.
By the time we had gone back to the kayaks, got the TB and placed it in the cache, the thunderheads that were on the distant horizon when we first beached were looming almost over our heads.
