The Elgin Marbles is the popular term for the Parthenon Marbles, a large collection of marble sculptures brought to Britain between 1801 and 1805 by Thomas Bruce, 7th Earl of Elgin, the official British resident in Ottoman Athens, who had ordered them removed from the Parthenon.
Lord Elgin took half of the marbles from the Parthenon and wax casts were produced from the remaining ones.
Lord Elgin was neither the first, nor the last, to disperse elements of the marbles from their original location.

The title Earl of Elgin was created in 1633 in the Peerage of Scotland for Thomas Bruce, 3rd Lord Kinloss.
The two Earldoms continued united until the death of the fourth Earl of Elgin, when the Ailesbury title became extinct, and the Elgin title passed to the Earl of Kincardine.
The most famous Earl was the 7th Earl, who recovered the so-called Elgin Marbles from the Parthenon.

Considering the fame, it seems unlikely that the folks in the very pro-union city of Elgin weren't at least aware of this, and it is possible that they may have used this name on purpose.
While Elgin did have a high muckity-muck with the last name of "Lord" who worked for them, it is not clear that the Lord Elgin line was named after him.
However, it seems equally likely that the "Lord Elgin" name was as a play off the "Lord Elgin" that stole, er, uh, moved the marble friezes/statues from the Greek Parthenon to England.

In 1800, a team of artists and painters were sent to Athens, Greece by Lord Elgin, British Ambassador in Constantinople, to draw its monuments and make casts for the decoration of his home in Scotland.
One year later, Lord Elgin obtained permission from the Sultan to take any sculptures or inscriptions that did not interfere with the works or walls of the citidel.
Elgin has gotten most of the blame for taking Greek artifacts away from Greece and letting them deteriorate, though many joined in the looting afterwards.

In 1799, Lord Elgin (father of the Elgin who became governor-general of Canada) turned his ambassador's job at Constantinople into a chance to build an unparallelled art collection.
Clever, vicious Lord Byron made fun in verse of Elgin's syphilis-ravaged nose while describing his treasures as "mutilated blocks of art." Elgin spent a fortune shipping the sculpture to England, and recovered only part of it when the government reluctantly purchased the collection in 1816.
If the Elgin Marbles go to Athens, museums all over the world will soon be packing up treasures for return to their "true" homes.
