The marine environment of this far-flung part of NSW is utterly unlike any other part Australia, with a variety of tropical and temperate species brought on converging currents, and a large number of plants and animals which occur no where else.
Lord Howe Island has been settled since the mid 1800’s and today supports a permanent population of around 300, many of whom are involved in providing accommodation and tours for visitors.
Lord Howe is the only place in Australia where such a diversity fish, coral, algae and associated creatures can be seen by snorkeling just a few metres from the beach.

As well as managing the Lord Howe Island Permanent Park Preserve which is the equivalent of National Park status and the Lord Howe Island Marine Park and several other land titles including recreation reserves etc, the Board is responsible for all of the normal functions of local government and more.
The Lord Howe Island Board is the only planning authority on the island and oversees all subdivisions, rezonings, building approvals and even approvals to import motor vehicles on to the island.
While FIDO would not see the functions of the Lord Howe Island Board being all replicated on Fraser Island, we can see some other functions which would be undertaken by a board which could dramatically improve the management of the island.

One of the primary aims of the Interim Marine and Coastal Regionalisation for Australia (IMCRA Technical Group 1998; see Section 2.4.2) has been to facilitate the development of a representative[106] system of Marine Protected Areas around Australia, to ensure that a sample of all habitat types and bioregions are protected in some form of reserve.
The initial IMCRA schemes were based on physical data such as depth and sediment type and limited biological data such as fish distributions, and their correlation with invertebrate distributional patterns and biodiversity are largely untested.
To date the declaration of marine parks in Australia (as elsewhere in the world) has been rather ad hoc and biased towards certain habitat types and geographical areas at the expense of others.
