Charles Poulett Thomson, first baron Sydenham
A Liberal with a business training, he was sent to Canada to carry into effect Lord Durham's recommendations with regard to the union of the Canadas and the introduction of responsible government and municipal institutions.
On September 19, 1841, he died at Kingston, Upper Canada, as the result of a fall from his horse; and he was succeeded in office by Sir Charles Bagot.
In 1840 he had been created, for his services, Baron Sydenham of Kent in England and Toronto in Canada ; and in 1841 he was made a G.C.B. But he died unmarried, and the peerage expired with him.

Charles Poulett Thomson, 1st Baron Sydenham Summary
Lord Durham, Poulett Thomson's predecessor, had in 1838, in a report which assumed the ultimate assimilation of the French Canadians, advocated the union of the two colonies and proposed making the executive responsible to the elected branch of the legislature.
Sydenham succeeded Lord Durham as Governor of Canada in 1839.
Sydenham declared that half of the land set aside for Protestant churches would be shared between Anglicans and Presbyterians, and the other half would be shared between the other Protestant denominations.

Lord Sydenham believed that French Canadians were viscerally and uniformly disloyal to the British Crown and incapable of self-government.
Sydenham's only concession to the lessons of the past was to replace the former aristocratic cliques with a coalition-style Executive Council whose membership spanned the political spectrum.
Sydenham's attempt to prevent the growth of a strong opposition to his autocratic rule backfired ironically.

Sydenham carefully orchestrated the campaign, with the aid in Lower Canada of his military secretary, Major Thomas Edmund Campbell*, and assisted in Upper Canada by Murdoch, his other private secretary James Hopkirk, Draper, and Provincial Secretary Samuel Bealey Harrison*.
Sydenham, too, was aware that he could not “continue the administration of public affairs with honour to himself, or advantage to the people,” if his government was unable to retain that confidence.
So long as Sydenham worked through ministers responsible for his actions and supported by the assembly, nothing in his actions, however, was illegal, unconstitutional, or inconsistent with the basic principle of responsible government.

 Robert Baldwin Summary
Finally, in 1847, a new governor, Lord Elgin, was sent to Canada with instructions to apply the principle of responsible government in its full implications.
He joined the executive council under Charles Poulett Thomson (later Lord Sydenham) in 1840 and on the union of the two Canadas (1841) he was a member of its first executive council under Lord Sydenham, but soon resigned on the question of responsible government.
In 1842 he formed the first Liberal administration, in connection with Lafontaine, but resigned the next year, after a quarrel with the governor-general, Sir Charles Metcalfe, on a question of patronage, in which he felt that of responsible government to be involved.

Kingston, Ontario - Kingston As The Capital Of Canada
Lord Durham's memorable Report had been submitted to the British Parliament, and the Committee appointed to consider and report, desiring fuller information as to the readiness of the two Provinces to concur in the proposed Constitutional changes, selected the President of the Board of Trade, Mr.
But, on the 15th, at two o'clock in the afternoon, Lord Sydenham, with a numerous staff, civil and military, and amid much rejoicing on the part of the people, proceeded to the temporary Parliament House to deliver his opening speech to the first Parliament of United Canada.
Lord Sydenham has done more in two years to strengthen and consolidate British power in Canada by his matchless industry and truly liberal conservative policy, than has been done during the ten previous years by the increase of a standing army and the erection of military fortifications.

It is said that Lord Elgin showed manifest signs of impatience during the delivery of this address; but that may well be attributed to the vexation felt by an eminently constitutional ruler, at having been betrayed into a false step by his advisers.
He was a warm admirer of Lord Sydenham, and is said to have been offered the post of Inspector-General in the first Cabinet after the Union.
Under Lord Metcalfe, during 1844-46, as Receiver-General, he approved himself a "valuable public servant." For the next two years, he was President of the Council, and retired from public life when his party surrendered in 1848.

Whether the forts of Antwerp (and, of course, Liege and Namur) were obsolete and not adequately gunned to meet this new and devastating attack, or whether there are other military reasons to explain the rapid fall of the town, will form a topic for expert quarrelling for many years to come.
It is, however, interesting to note the views expressed by no less an expert than Lord Sydenham in an interview with the Manchester Guardian on the matter of the Belgian forts and their abilities to resist modern guns.
What is necessary is to provide shelters for the men, to which they can quickly retire when they are being shelled, and strongly entrenched lines with effective obstacles for defence when the enemy's infantry comes close.

Wakefield's influence on Lord Howick, Under-Secretary for the Colonies, was largely responsible for the introduction of sale as the sole method of disposing of land in New South Wales in 1831.
He saw the trend of events, but Sir Charles Bagot, Sydenham's successor, expressly contradicted the report, circulated at the time and accepted by biographers since, that his decision to admit Baldwin and Lafontaine to office as the first responsible Ministry was due to Wakefield's influence.
The majority report of the chairman, Lord Howick, was favourable to the Company and critical of Government policy; but the Colonial Secretary, Lord Stanley, held it would be dangerous to act on this report.
