  The Avalon Project : The Fundamental Constitutions of Carolina : March 1, 1669
The eldest of the lords proprietors shall be palatine; and, upon the decease of the palatine, the eldest of the seven surviving proprietors shall always succeed him.
Whoever is lord of leet-men, shall, upon the marriage of a leet-man or leet-woman of his, give them ten acres of land for their lives; they paying to him therefor not more than one-eighth part of all the yearly produce and growth of the said ten acres.
Each proprietor's deputy shall be always one of his six councillors, respectively; and in case any of the proprietors hath not, in his absence out of Carolina, a deputy, commissioned under his hand and seal, the eldest nobleman of his court shall of course be his deputy.

 The Lords Proprietor's Seal and Patent to John Wyche, 1699
It was issued to an Englishman named John Wyche (a relative of the then-Palatine or chief Proprietor), and conferred on him the status of Landgrave, with the right to claim 48,000 acres of land between Cape Fear and the Savannah River.
In the late 1690's, the Lords Proprietors were anxious to implement their elaborate scheme for a colonial landed aristocracy, in an attempt to stabilize Carolina politics.
The change was formalized by an Act of the British parliament in 1729, "an Agreement with Seven of the Lords Proprietors of Carolina, for the Surrender of their Title and Interest in that Province." A pristine copy of this Act was also donated with the 1699 grant.

The proprietors, or their designees, were empowered to, among other things, create offices and fill them, establish courts and commute sentences or pardon offenses, designate political subdivisions, incorporate ports and towns, raise troops and wage war, and collect fees and taxes.
Although the Lords Proprietor’s plan for a colonial nobility may have reflected their ideals of social stability under the restored English monarch, it also became a practical selling device to selected individuals attracted to the possibility of owning a large tract of land and the privileges presumed to go with it.
The proprietors were given power by the charter to create counties; to build towns, cities, and forts; to establish a judicial system; to train soldiers and to wage war when necessary; and to confer titles of honor.

The Lords Proprietors, while their authority was granted by royal charter, were nonetheless able to exercise that authority with nearly the power of an independent sovereign.
Another region was settled under the Lords Proprietors in 1670 to the south of the other settlements, around present-day Charleston, South Carolina.
Lord Shaftesbury specified the street plan for Charleston and the nearby Ashley and Cooper Rivers are named for him.

The plan was to anchor social stability on a hierarchy of manor lords, with Lord Baltimore at its pinnacle.
The lords would control large grants of land developed by tenants; they would have power to settle disputes and punish breaches of the peace; and they would occupy the high provincial offices and provide support for Calvert leadership.
This act was abrogated in 1654, when Lord Baltimore lost control of his colony to the Virginia interests that had so long opposed him, but he achieved a settlement in 1657 that restored his government and with it the act.

 Charleston Destinations
After Charles II of England was reinstated to the English throne, he granted the chartered Carolina territory to eight of his loyal subjects and personal friends, known as the Lords Proprietor, in 1663.
Anthony Ashley-Cooper, one of the Lords Proprietor, decreed that Charleston become a "great port towne." In 1680, the settlement was joined by other settlers from England, Barbados, and Virginia, and relocated to its current peninsular location.
Charleston was the capital of the Carolina colony and the center for further expansion and the southernmost point of English exploration during the late 1600s.

The proprietors were to open the territory for settlement, but little was done until 1770, when the grantees held their first meeting in Newark, New Jersey, on May 10, 1770.

William, Earl of Craven, was one of the origional Lords Proprietor, and its from his family that Craven County got its name.

They were earlier the arms of the Calvert Lords Baltimore, who were the Lords Proprietor of Maryland before the Revolution.
The Calverts used them as arms of dominion (e.g., changing the supporters that had been granted by the College of Arms and adding an earl's coronet in place of a baron's in token of their designation as "counts palatine" under their charter), and they were essentially taken over by the new government on that basis.
