On December 2, 1959, the two Municipal Councils of Dinagat and Loreto held a Joint Session in the Barrio of Libjo.
In their deliberations, they unanimously passed Resolution No. 5, which creates the municipality of Albor; it was agreed in this resolution for each of these mother municipalities to cede a portion of their territories to become a part of the new proposed municipality.
It was a result of the joint efforts of the two Local Chief Executives of the mother municipalities of Dinagat and Loreto.

The country's 12th eaglet, produced recently by parent eagles in captivity at the Philippine Eagle Centre (PEC) in the southern Philippines, will be released in a nearby forest where it can reproduce on its own when it reaches a mating age, environmentalists said.
The eaglet, called "Kabayan," was adopted by Senator Noli de Castro, who pledged to finance the bird's upkeep at the PEC in Calinan, Davao del Sur, including the expenses for its release in the forest of Loreto town in Dinagat, Surigao del Norte, in April next year.
It is 300 km away from Davao del Sur where the PEC is located.
