The division of Lotharingia into upper and lower duchies dates from 958/9, but the permanent status of this division must be questioned up to perhaps 1046, the point in time when the Matfridinger succession began in the upper duchy.

After a period of dispute and warfare between the two remaining brothers, the crown of Lotharingia briefly passed to Zwentibold, son of Emporer Arnold, and from 895-900 it was once again a separate kingdom.
While Lotharingia wasn't part of the HRE crown, you can't say it didn't exist when Charles the Bold was about to get the crown for himself.

Today the only place that has somewhat preserved the original name is the French region of Lorraine.
Since the country of Lotharingia was split up long before this print was made, I can only assume that the writer meant Lorraine since I know very, very little German.
