Perhaps the time was right, and if "Louie Louie" had not come along, some other song would have been tagged as the "dirty" one.
Still, "Louie Louie" had an appeal that wouldn't die, and in 1963 two Portland-area bands, the Kingsmen and Paul Revere and the Raiders, recorded the song within days of each other at the same studio.
So "Louie Louie" leaped up the chart on the basis of a myth about its lyrics so contagious that it swept cross country quicker than bad weather.

Richard Berry's 1957 song "Louie Louie" became a huge regional hit in the Pacific Northwest when the Tacoma band The Wailers recorded it 1960.

Beyond statistics though, “Louie Louie” has achieved a naughty reputation that has ensured its status as the Northwest’s Unofficial Rock Song, and its enshrinement in pop history.

It pained me to shatter their illusions--as it pains me, believe me, to shatter your yours--but the "real" lyrics to "Louie Louie" are about as racy as a Neil Simon script, and almost as dumb.
The song was about seven years old when the Kingsmen recorded their version in 1963, and the fantastic legend that grew up in its wake--a legend that even an FCC investigation couldn't kill--seems to have sprung solely from their extraordinary lack of elocution.

One of the things I remember best about the era was trying to figure out the lyrics of The Kingsmen's song, "Louie Louie." My friends and I knew -- along with much of the rest of the country, we were completely convinced -- that these lyrics were dirty.
Because the Kingsmen's vocalist used a slurry, drunken-sounding voice, the lyrics were maddeningly hard to make out.
