Louis Rasminsky (February 1, 1908, Montreal - September 15, 1998, Ottawa) was the third Governor of the Bank of Canada from 1961 to 1973, succeeding James Coyne.
He was raised in Toronto and educated at the University of Toronto and the London School of Economics, learning with John Maynard Keynes and Harold Laski.
His daughter, Lola Rasminsky, currently is Founder and Director of the Avenue Road ARts School in Toronto.

Louis Rasminsky, who went on to become Governor of the Bank of Canada, was one of Canada's delegates at the Bretton Woods Conference that led to the creation of the International Monetary Fund (IMF) and the World Bank.
Rasminsky played an important role, formal and informal, at the talks.
Not only was he the Chair of the drafting committee, he was also the peacemaker between the British delegation, led by John Maynard Keynes, and the U.S. delegation, led by Treasury Secretary Harry Dexter White.

In the early days, in the 1920s, Louis Rasminsky, the youngest (and most doted on) of four children in his family, went to Lansdowne Public School and Harbord Collegiate.
Rasminsky won a scholarship to the University of Toronto and went on to the London School of Economics.
He came under the tutelage and influence of John Maynard Keynes and Harold Laski, returned to Canada as a government economist and was involved in the restructuring of the world economy after Second World War at the Breton Woods Conference and Dunbarton Oaks.

One was by Bruce Muirhead, an historian at Lakehead University who is the biographer of Louis Rasminsky, governor of the Bank of Canada in the 1960s.
Muirhead suggested that events like the recent financial collapse of Indonesia show that the IMF is still struggling with the consequences of the defeat of Rasminsky’s proposals, and with the need to enlarge its responsibilities.
Daniel Bradlow, a law professor at American University in Washington, concurred, noting that the IMF is now having to become active and knowledgeable in fields of corporate governance, bankruptcy law, social safety nets, domestic banking regulation, despite these being fields in which historically it has had little expertise.
