Said Harel, “We are not confronted with an illegal strike and back-to-work legislation.” She went on to argue that the union bureaucracy had been successful in suppressing the rank-and-file, noting that the one- and two-day regional walkouts the unions had sanctioned had given rise to “no complaint for infringement of essential services.”
Harel’s comments demonstrate that the differences between the Liberals and the PQ over Bill 142 are purely tactical.
While Harel criticized Bill 142 in the National Assembly, the PQ agreed to the waiving of normal parliamentary rules so as to allow the government to transform the bill into law in a single day.

In addition to the concerns about content, some people have questioned the possibility of a conflict of interest involving the Quebec government, since MAP-Canada president Edmond Omran is the longtime partner of Municipal Affairs minister Louise Harel, whose ministry funded the Rhythms program.
However, when asked whether Harel's ministry could be perceived as being in conflict as a result of her relationship with Omran, Hecht said, "I don't know." And Birnbaum said Congress was not prepared to comment on the conflict of interest issue.
Christine Mitton, Harel's press attaché, rejected the idea of a possible conflict of interest, since, she said, her ministry funds projects equally for numerous cultural communities, including the Jewish community.
