LOUISVILLE, Ky. - Archivist, historian and former Louisville alderman Tom Owen will discuss Louisville's historical pocket Black neighborhoods during a U of L Community Spotlight program Tuesday, Feb. 19, at 4 p.m.
Many small African-American neighborhoods were surrounded by many of Louisville's larger white neighborhoods, including Clifton Heights, Highland Park, South Louisville and Portland.
Owen will lead discussion and provide commentary on the many small enclaves of Black residences that existed within the city of Louisville.

Russell had the fourth highest violent-crime rate among Louisville neighborhoods three years ago, and since then, the number of murders, rapes and assaults there increased.
Mary Hackley, a Russell resident for 43 years and president of the Russell Area Neighborhood Council, said Section 8 housing has drawn an influx of families from public housing in other neighborhoods - and with it, an increase in unsupervised teenagers roaming the streets at night.
The decline of Louisville's Russell neighborhood - one of the city's first predominantly African-American enclaves - was slow.
