In the manga, it is Grandma Hina who knows the true identity of the girl whom Keitaro made a promise with.
The character of Mei-chan was created for and appears primarily in the Love Hina anime, though she made a very brief guest appearance in the final story of the final volume of the manga.
Moé-chan's only appearance in the TV series is in episode 20, and she has a very brief reappearance in Love Hina Again.

Motoko is probably one of the most fully developed characters in either the anime or manga; the calm, almost serene Motoko who appears at the end of volume 14 of the manga release is quite a different person than the hostile, repressed individual Keitaro encountered at the start of the series.
She's 29 years old, unmarried, with no children (though in Ken Akamatsu's manga notes in Love Hina volume one, he suggests that she may be a single mother, there is no other mention of this throughout the manga or anime), and seems to play the role of peacemaker for the residents of the Hinata House.

Love Hina, while massively popular in Japan, also managed to become massively popular among a small segment of online fandom who managed to use at the time new technologies to reinvent the way shows are sometimes seen early by the select few as opposed to the massive majority of anime consumers.
As she was being whisked out of town as her parents were moving, it was a nicely done scene that gives the character a good set of motives for doing what he does.

Overall, Love Hina is a great show, with a lot of humor and great characters.
The characters are generally more likable in the manga; the girls aren't as insane and Keitaro isn't quite as big a wuss.
