Loving County reportedly held a second election of county officials on November 8, 1894, and the organizers and nonresidents were reelected to office.
Loving County and Mentone remained generally undeveloped because the land was mostly held by absentee owners, because good water was scarce, because cattle grazing made the best use of the unimproved arid surface, and because oil and gas income from the subsurface obviated the need for highly productive surface use.
