Anyways, in my experience, Conan is to Low Fantasy as Lord of the Rings is to High Fantasy, it's just that high fantasy has seen a lot more exposure in video games and movies (especially in the last ten years or so).
Then again, low fantasy could have all the themes of high fantasy, but at same time, not take itself too seriously.

The only problem with low magic is that it greatly favors magic users.
You might limit your fighters to +1 weapons but that paladin is going to be running around with a +5 holy sword if he has access to all his spells, not to mention pure magic users are virtually gods compared to other classes with crappy gear.
My opinion on casters in a fantasy setting is that they are extremely rare and to be feared.
