Franconia, east of the Rhine (with the cities of Mainz, Speyer and Worms on the west bank), was part of the Eastern Frankish kingdom, Austrasia.
Rhenish Franconia (Rheinfranken), which gave the empire the Franconian or Salian dynasty of Emperors (1024–1125; Conrad II, Henry III, Henry IV and Henry V), was virtually an empty title held by the Ottonian emperors until 1024, when Conrad, the Salian count of Speyer and of Worms, became emperor.
In 1115 Emperor Henry V awarded the territory of Eastern Franconia (Ostfranken) to his nephew Conrad of Hohenstaufen, who used the title "Duke of Franconia"; as the Hohenstaufen were increasingly preoccupied in Sicily, however, it came increasingly under the control of the bishops of Würzburg, whose rights were formalized in 1168.

Eastern Franconia, which Emperor Henry V had awarded to his nephew Conrad of Hohenstaufen in 1115, came increasingly under the control of the bishops of Würzburg, who were given legal title by Emperor Frederick I in 1168.
The title of duke of Franconia fell into disuse until it was again assumed (15th cent.) by the bishops of Würzburg, who continued to use it until their bishopric was secularized at the beginning of the 19th cent.

Although it began as a Kingdom on equal footing with Burgundy and Italy, or, for that matter, with West Francia (France) and East Francia (Germany), Lorraine eventually lost this status and became a dependency of the Eastern Kingdom (900), albeit with the new elevated status of a Duchy, one of the Stem Duchies of Germany.
The obscurity of the history of Lower Lorraine seems especially unfortunate considering that today its territories are largely independent in the form of the modern Netherlands, Belgium, and Luxembourg.
