The Lower Manhattan Development Corporation (LMDC) was formed after the September 11 attacks to plan the reconstruction of Lower Manhattan and distribute nearly $10 billion in federal funds aimed at rebuilding downtown Manhattan.
The LMDC is a joint State-City corporation governed by a 16-member Board of Directors, half appointed by the Governor of New York and half by the Mayor of New York.
It is a subsidiary of the Empire State Development Corporation, which is a state authority which is used to implement various projects in the state that are not subject to Legislature or voter oversight.

The LMDC agreed to cooperate with an ad hoc group known as the Civil Alliance to Rebuild Downtown New York on a series of town-hall meetings, ostensibly aimed at gauging public opinion on the rebuilding plans, including a massive all-day event at the Javits Center in July.
Just weeks before the LMDC was to issue its new designs, the governor suddenly blurted out to a gathering of family members of victims that he was against building on the “footprints” of the World Trade Center site—that is, where the towers themselves originally stood.
During the latter part of the 1990s, lower Manhattan went through a stunning revival, in which the commercial vacancy rate declined from above 20 percent to under 5 percent just before the terrorist attack, in the process absorbing millions of square feet of empty space.
