The Town of Harrisburg (originally "Harrisburgh") was formed in 1803 from the Towns of Lowville, Champion (in Jefferson County), and Mexico (in Oswego County).
New York State Route 177 crosses the town (east-west), and New York State Route 26 passes along the east part of the town.
In the town the population was spread out with 33.6% under the age of 18, 6.6% from 18 to 24, 27.4% from 25 to 44, 23.9% from 45 to 64, and 8.5% who were 65 years of age or older.
