When Chibirov refused, the servicemen forced him into their car and drove him to the KGB remand prison where he is still being held and declared a hunger strike on January 14.
The detained man's father Ludwig Chibirov ruled South Ossetia from that time until December 2001, when he was ousted in a presidential poll by the current leader, Eduard Kokoity (who is also known by the Russianized surname Kokoyev).
Few doubted the all-powerful Chibirov would emerge victorious from the fight, but in the event he received only 20 per cent of the vote and was knocked out of the first round of the contest altogether by Kokoity and Kochiev.

The fact is that the present leader of the republic Ludwig Chibirov suffered a defeat after the first round of presidential elections.

The Georgian - South Ossetian Conflict, chapter 4
According to South Ossetian sources 115 villages and settlements[7] were burnt down during the conflict (interview with President Chibirov, 4 September 1997, Tskhinvali).
The major break through in negotiation happened in May 1996 when the two sides signed a ‘Memorandum on measures for providing security and joint confidence’ in which the two sides renounced the use of force.
This has been followed up by several meetings between president of Georgia Eduard Shevardnadze and president of South Ossetia Ludwig Chibirov and their respective heads of governments (Cousens 1997, p.7).

Although South Ossetia may have appeared at times more willing to strike a compromise with Tbilisi, federative plans for this tiny mountainous region have never brought any results.
In the late 1990s, Shevardnadze and South Ossetia's then leader, Ludwig Chibirov, reached an agreement under which the province would have enjoyed a privileged relationship with Tbilisi.
Dubbed "asymmetrical federalism," this setup would have given South Ossetia a status superior to that of any other Georgian region.
