		According to statements from the Angolan government, the Luena memorandum is to supplement the 1994 Lusaka Protocol, were the two parties reached a peace agreement that was flawed after UNITA's return to arms when it had lost national elections.

		On April 4, the Government and UNITA signed the Luena agreement, which called for disarming and disbanding all UNITA military forces by the end of July and the implementation of the remaining provisions of the 1994 Lusaka Protocol under U.N. supervision.

		LUENA, Angola, Dec 14 (UNHCR) – As the onset of rain forces the UN refugee agency to wind down its second season of assisted repatriation to Angola, earlier returnees have shared their experiences with UNHCR staff, telling them that coming home is only the beginning of the long and sometimes arduous process of reintegration.
		Together with their seven children, they returned to Luena in eastern Angola, on their own and started rebuilding their lives without assistance.

		There was fighting many years ago between Cuban and South African forces and over much of the last decade between the government and forces of the National Union for the Total Independence of Angola (UNITA).

		In several program areas, including Luena, Kuito, Huambo, Malanje, and Caala, MSF has been pushing to reach people living beyond the officially defined security perimeter drawn a few kilometers around these provincial towns.
		Logistical constraints and insecurity have prevented MSF from reaching the town of Mussende, near Malanje; however MSF successfully pushed for a government assessment and vaccination team to enter the town.
