The Type 051B (NATO codename: Luhai class) is the multirole missile destroyer built by Dalian Shipyard for the PLA Navy.
When the destroyer under construction at Dalian was first revealed by Japanese journalists in 1998, it caught great attention in that it represented a significant improvement in the PLA Navy’s surface fleet.
The Type 051B destroyer is the first Chinese indigenous warship to have been incorporated with radar cross-section reduction features, including a streamlined hull with slightly sloped sides and superstructure, two solid masts with fewer protruding electronic sensor arrays, ‘cleaner’ deck with less weapon systems piled together, and two funnels with infrared signatures reduction devices.

Of the latter class, the Gelibolu (ex-USS Reid [FFG-30]) was transferred on 1 January 1999, the Gökçeada (ex-USS Mahlon S. Tisdale, [FFG-27]) arrived in Turkey on 27 September, and the USS John A. Moore (FFG-19) is to be transferred this year to complete a sextet of the class in Turkish service.

The Sovermenny class destroyers were produced by the Soviets in the late 1980's to specifically threaten U.S. carriers.
The Russians modernized the design throughout the 1990's before their sale to the Chinese and they are an example of the type of equipment the Chinese are purchasing with their new found wealth and technology (mostly amassed from trade with the United States and other western countries).
It then proceeded to the development of the newer Luhu class destroyers in the mid-1990's and the evolution of that class into the newer and more capable Luhai class by the late 1990's.
