Others see Luis Muñoz Marín as the person who heralded the modern Puerto Rico; Muñoz and his followers realized that to elevate the living standards of a densely populated island, agriculture would not suffice, and a number of social and economic strategies would need to be in place.

Luis Muñoz Rivera (July 17, 1859 - November 15, 1916) was a poet, journalist and a politician from Barranquitas, Puerto Rico.
Muñoz Rivera was largely responsible for the Jones-Shafroth Act (signed March 2, 1917), granting United States citizenship to Puerto Ricans and creating a bicameral legislature in Puerto Rico which is modeled on the United States Congress.
Luis Muñoz Rivera's son, Luis Muñoz Marín also became an important figure in the Politics of Puerto Rico, by founding the Popular Democratic Party and becoming the first democratically elected Governor of Puerto Rico.

The park was named in honor of Luis Muñoz Rivera.
In 1919, land was set aside to create a large recreational park for the residents of San Juan.

In 1911 Muñoz began his studies at the Georgetown Preparatory School, in Washington D.C. In 1915 he began his Law studies at Georgetown University but was forced to return to Puerto Rico after his father became ill. Luis Muñoz Rivera died November 15, 1916..
He would then create a group named, the Social Independence Action ("Acción Social Independentista" known as "ASI") which would later give rise to the "Partido Liberal Neto, Auténtico y Completo" in opposition to the Liberal Party which Antonio R. Barceló headed.
Luis Muñoz Marín would help create the Popular Democratic Party (Partido Popular Democratico-PPD) in 1938.
