Luminous flux in general assumes photopic vision, which is where the 545nm comes from (although Wyszecki & Stiles give it as 555nm).
Note that the actual output of a flat illum surface is the radiance or luminance multiplied by the projected area, that is, the surface area times the cosine to the normal.
