That is why the full implementation of the Lusaka Agreement signed on 10th July, 1999 by the State parties and in August by the Armed Congolese Rebellion is critical in bringing about peace, stability, and unity within the DRC and between countries of the Great Lakes Region.
Both the UN and OAU have endorsed the Lusaka Accord as the only mechanism of bringing peace and stability in the region allowing Congo and her neighbours to deal with issues of an internal nature such as governance, democracy, poverty alleviation and economic prosperity.
However, the delays in providing the necessary personnel and logistics for implementation, is in my view the cause of the apparent impasse and the occasional violations of the peace accord because such delays may be misinterpreted by those who may not be interested in the plan and may resort to looking for shortcuts.
