		Luwero borders the districts of Masindi in the north-east, Kiboga in the west, Mukono and Mpigi in the south and Lake Kyoga in the north.
		Health sector in Luwero district is one of the best performing areas and has made many achievements since the end of the liberation war of 1981-1986 that devastated the area.
		Livestock is common in the northern areas of Luwero particularly in Ngoma County, while subsistence agriculture and commercial horticultural farming is undertaken in the southern parts of Luwero including Wobulenzi, Nakaseke, Bombo and Bamunanika.

		When the task of rehabilitating Luwero after the NRM came to power turned out to require the level of economic and political investment that the government couldn't bring itself to put up, it was (like the rebellion in the north) contracted out of mainstream politics.
		When some politicians grumbled about the NRM doing nothing for Luwero inspite of its great sacrifice during the bush war, the retort was that it was Baganda politicians who stole their own people's reconstruction money, who should be blamed.
		In Luwero's case, the issue is atrophied, to leave out neighbouring districts like Mubende and Mpigi which were affected (though admittedly by a far lesser extent) by the NRA vs. UNLA war.

	FoodNet \| Agro-enterprises \| Case studies
		IITA in collaboration with PLAN International submitted a proposal entitled "Micro-Projects for Increased Rural Based Cassava Processing in Luwero District Uganda" The aim of this proposal was to introduce cassava based technologies at the farm level and set up a small scale cassava processing centre in Luwero district, Uganda.
		In the Luwero district many villages were unable to grow local varieties of cassava but still purchased cassava flour which is made in other parts of the country.
		Although there were some doubts about the Luwero project from collaborators at first, the introduction of the equipment and the profitable developments generated has met with much interest, from NGOs, national programmes, research institutes and community based organisations.

		Nevertheless, the truth is that one or the other must be lying about the Luwero massacres — the one who was expected to protect the Uganda Constitution and operated in Luwero by remote control, and the one who rebelled against the Uganda Constitution and was based in Luwero.
		Both Obote and Museveni have a moral duty to accept their responsibility for the Luwero massacres — Museveni for initiating it and Obote for failing to extinguish it, thereby presiding over a country that was a killing field.

		Luwero (population 20,000) and Lugazi (population 35,000), have been served for 6 months and 1 year respectively by Kalebu Ltd. Lyantonde (population 6,000), Kalisizo (population 10,000) and Rakai (population 5,000), have each been served for one year by WSS Services Ltd. Both of these companies are Ugandan owned and managed.
		It seems that the main limitation to the Public-Private Partnership in Luwero and Lugazi is lack of education, communication, and the time for all four stakeholders to clarify terms, roles and responsibilities.
